Shiver Python Discord bot

After looking back on my first Discord Bot a few months later and learning more about the module, I decided it was time to make a better one. Shiver Bot is made with better organization with cogs, deployment using Heroku and a cloud PostgreSQL database to boot! Major features include music query and playing feature using youtube-dl, birthday tracker, and message logger with support for many servers using the database!
